Job Summary

TalentWise LLC is building a pipeline of senior administrative and financial leaders to support anticipated government contract awards with Arlington County, VA.

The Administrative Officer provides strategic leadership and oversight of budget, financial management, and administrative operations for major programs or divisions. This role is responsible for managing resources, supervising staff, ensuring regulatory compliance, and supporting organizational planning and performance management.

The position operates with significant independence and serves as a key advisor to leadership, driving operational efficiency, fiscal accountability, and program effectiveness.

Key Responsibilities

  • Lead budget development, financial planning, and fiscal oversight for programs or divisions 
  • Monitor expenditures, revenues, and financial performance to ensure compliance with applicable regulations 
  • Manage procurement, contracts, and grant administration activities 
  • Oversee financial reporting, audits, and compliance with federal, state, and local requirements 
  • Provide strategic guidance to leadership on financial, operational, and policy matters 
  • Supervise and mentor administrative and financial staff, including performance management and training 
  • Develop and implement policies, procedures, and operational improvements 
  • Coordinate performance measurement, reporting, and data analysis to support program effectiveness 
  • Manage special projects, including planning, execution, and stakeholder coordination 
  • Collaborate with internal departments, external agencies, and community partners 
  • Support human resources functions including workforce planning, recruitment coordination, and personnel tracking 
  • Ensure strong internal controls, risk management, and compliance across operations 

Minimum Qualifications

  • Bachelor’s degree in Accounting, Finance, Business Administration, Public Administration, or related field 
  • Significant progressively responsible experience in program administration, financial management, or operations leadership 
  • Strong knowledge of public sector budgeting, financial management, procurement, and compliance 
  • Experience managing staff, programs, and financial resources 
  • Ability to analyze complex financial and operational data and provide strategic recommendations 
  • Strong leadership, communication, and stakeholder engagement skills 
  • Ability to manage multiple priorities and lead large-scale initiatives
