Staff Senior Human Resources / Organizational Development Specialist (Future Contract Opportunity)
Job Summary
TalentWise LLC is building a pipeline of senior human resources leaders to support anticipated government contract awards with Arlington County, VA.
The Staff Senior Human Resources / Organizational Development Specialist serves as a subject matter expert and principal consultant in specialized HR functional areas such as employee relations, compensation, payroll, recruitment, or organizational development. This role leads complex, high-impact HR programs and provides strategic guidance to leadership on workforce and organizational issues.
The position operates with significant independence and authority, delivering enterprise-wide solutions, managing complex initiatives, and ensuring compliance with applicable laws and policies.
Key Responsibilities
- Serve as subject matter expert and advisor to leadership on complex HR and organizational development matters
- Lead design, implementation, and evaluation of HR programs with Countywide impact
- Provide consultation to executives and managers on policies, workforce strategies, and employee relations issues
- Manage and lead complex projects, including change management and organizational transformation initiatives
- Develop and implement HR policies, procedures, and best practices
- Conduct advanced analysis in areas such as compensation, employee relations, payroll, or recruitment
- Review and provide guidance on the work of HR staff and analysts
- Conduct investigations, resolve complex employee relations issues, and support grievance processes
- Develop and deliver training programs, workshops, and leadership development initiatives
- Ensure compliance with federal, state, and local employment laws and regulations
- Analyze HR data and trends to inform strategic decision-making
- Prepare reports, presentations, and recommendations for senior leadership
- May supervise or lead professional and administrative staff
Minimum Qualifications
- Bachelor’s degree in Human Resources, Business Administration, Public Administration, or related field
- Significant experience in human resources management or a specialized HR functional area
- Strong knowledge of HR laws, regulations, and best practices
- Experience leading complex HR programs or projects
- Ability to analyze complex issues and develop strategic, organization-wide solutions
- Strong leadership, communication, and stakeholder engagement skills
- Ability to influence decision-making at senior levels
- Proficiency with HR systems and analytical tools
